Morning Glory Update
Glenn Dalton: With the engineers we have come to an agreement and are finalizing a cost this Friday at noon. In the event of failure with our emergency outflow pipe, assistance from additional sources outside our community will be required. Vandevanter Engineering, out of St. Louis, is our primary contact for these resources. Our overflow structures are comprised of a shaft spillway that is 8ft in diameter and approx. 12 ft off the bank and the Morning Glory. The morning Glory is comprised of a 30 inch pipe protruding out into the lake 150 feet on the inlet side and a 48 inch pipe protruding through the dam on the outlet side. If you remember on the morning glory repair, we fixed the 48 inch pipe. These pipes are 15ft below the lake surface of 505 feet mean sea level. In the event of severe leakage or gate failure, Vandevanter Engineering will be contacted and they will respond within 24 hours. The first thing they will do is stabilize the loss of water and conduct the necessary repair.
- With the worst case scenario of Gate Failure the following actions are envisioned: Vandevanter will be contacted, Our maintenance staff will remove the grating from the top of the overflow shaft spill way, Vandevanter crew will lower an inflatable bladder into the flow in the 48 inch out flow pipe and inflate it. Once it’s in place and the outlet is stabilized, divers will remove the grate at the end of the 30 inch inlet pipe and they will install an inflatable bladder into the end of that pipe. Once the flow is stabilized, the initial bladder which is in the 48 inch pipe will be removed and the necessary repairs accomplished. After repairs are completed, divers will deflate and remove the bladder in the 30 inch pipe and reinstall the grate.
- In the event of gate leakage, it would again begin with the blocking of the pipes. Envisioning repairs would only be completed at 504 feet mean sea levels and below because we have to bring the lake down below the morning Glory overflow spillway so water is not spilling into the work area.
- This plan will go into our emergency plan book which is updated annually.

319 Grant Update
Glenn Dalton: We are awaiting approval from the USEPA. The engineers estimate for removal of the dirt for the two new proposed silt retention basins is $221,000, which is something that we are going to have to massage. These just are planning numbers. We are going to put it out for a competitive bid. We are working to get our designs completed, finalized and approved and we are working on the numbers to be sure we are within our budget. Our plans are to go forward by November 1st of this year. A lot of the costs we are looking at are what methods we have to use to handle the dirt. We are also working with the adjacent farmers on the date when the crops are out.

Terry Schaefer 295: I am here to talk about the Wedding we talked about in last meeting, I haven’t heard a thing.
Scott Webber: The board has discussed this and I tried moving the Golf Tournament from the Ballroom to get you the ballroom and it can’t happen so there so there is really nothing we can do around your wedding situation. From a lake situation, the meeting is noon Friday with the engineers and we won’t know anything about the speed of the draw down until then.
Terry Schaefer 295: So is the ballroom still available to us then?
Scott Webber: It is not, I tried to move the Golf Tournament to the Beacon Inn and it did not work.
Terry Schaefer 295: Did I miss something or did you not offer to hold the ballroom for me?
Scott Webber: I said we would look into it and it dawned on me 30 minutes after we talked that the Golf Tournament was in there.
Terry Schaefer 295: So right now we don’t know how fast the lake is going to be drawn down and we don’t have the ballroom.
Scott Webber: Correct
Terry Schaefer 295: I have got to ask the magic question, you told me you were going to get back with me by at least Monday after the last meeting.
Scott Webber: I apologize for that we are trying to get the engineers in here and we did not have an answer on Monday.
Glenn Dalton: I tried to fulfill Scotts desire to call you on Mon or Tues but I didn’t have the data to get to you yet.
Terry Schaefer 295: I can appreciate what you said but to me that is unacceptable, why didn’t someone call me and say were trying to get an answer give us a little more time? I expected an answer on the 26th or the latest on the 29th. I understand you didn’t have the data but you could have called and said I don’t have an answer...
Scott Webber: I made the request and it didn’t happen.

Scott Webber: The only thing I can offer you at this point is you provide us with the tents you rented and you set them up out front and we will move the Golf Tournament banquet down there and we offer you the Ball room. That is the only thing we can do.
Terry Schaefer 295: OK. There is one more thing that can be done.
Scott Webber: Which is what?
Terry Schaefer 295: The lowering of the lake. How quickly you lower it. And I understand you are waiting answers, but time is clicking away here.
Scott Webber: As I said at the last meeting. The two are not related.
