Scott Webber: I invited Duane and all the members up here that have a complaint on the Lake-a-Palooza to come to this board meeting and nobody is here.
Jim McCann: I invited Steve Case and Greg Horta to come to answer any questions, and they are here.
Greg Horta, 1253 Jamaica & Steve Case 643 - Lake-a-Palooza, We will have everything in place and are going to follow all the rules.  The noise level will be kept below the associations guidelines; there will be adequate Port-a-Potties. This will be something different than the Marina normally provides. It will be during the day.  We want a good family community event.  We want a good social committee family fun.

Parking Rule
Scott Webber: Glenn has submitted this proposal. Let’s read into the records.
As Proposed:

  1. No motor vehicle, trailer or other item shall be parked or stored on any street or roadway for over a period of five days. 
  2. Attended and/or parked vehicles/trailers must be parallel parked along the shoulder of the road, parked in the direction of traffic and 50% of the vehicle/trailer must be off the road surface.  Members are responsible for their guests and any damage to private property.
  3. Overnight parking is prohibited in any Association owned parking lot without the prior approval of the Association office or Public Safety.
  4. Property owners are required to remove vehicles completely from the roadway at all times during the snow removal process.
  5. These fines are listed under Level 4 Infractions of violations to Holishor Rules and Regulations.   

Action: Don Austin moves to discuss the parking rule, Joe Nicoloff seconds it.

Solar Panels
Glenn Dalton: A company has approached us about installing solar panels on the roof of our club house to reduce or requirement for the use of electricity. My question is would we be interested using Solar as an alternate energy.  The other item that interested me was the Federal and State tax rebates offered and how would that be applied.  If this can be done where it will be very cost effective then there would be no issue at looking into this.
Dave Decker: My opinion is if we can do it cost affectively (Return on investment) then we should consider it. However, because of our tax status this may not apply to us.
Ray Garber:  We also do not get any depreciation because of our Tax status
Jim McCann:  I do not see any mention about Maintenance
Action: Glenn is to get information on annual savings, insurance costs and maintenance fees and bring it back to the board.

Waste Removal Negotiations  
Action: David Decker motions to approve the Allied Waste Bid, Ray Garber seconds.
Jim McCann: I contacted five waste hauling companies.  One said they would bid, but they felt the last time they bid it was shady in the way it was handled.  I said I was not interested in them bidding if that is how they felt.  I refused to take a bid from them.  Two companies told me they were not interested.  One company, Allied Waste, has bid and the other is going to get us a bid by the 21st of June for the June 23rd meeting.

Dave Decker:  When a decision is made on the company for waste/trash pick up, the decision and cost be posted in the Holiday times. 

Scott Webber:
For the record - The building committee has provided us their report and I would like to see it printed in the Holiday times and I welcome all other committees to do the same thing.

Open Floor
Mark McCormick 483: We’ve got a bad problem over at Tamarach. It is getting out of hand again. The Sheriff was called on Sunday about a guy beating up his girlfriend over there. We have to do something about it before somebody gets hurt bad. It was at about 7:00 pm. They didn’t look like residents, but the Sheriff Deputy would not tell me. Me and my family were sitting there having supper and here came the Cop. He got a bunch of pictures and hauled the guy off. Do we have Security?
Scott Webber: We do have public safety

It is recommended that if a resident in the area sees something suspicious or public disturbance going on at Tamarach Beach, call public safety and or call 911 and get Madison County out there. Don’t call the non-emergency police hotline to get them to respond.

Joe Roth 1040: Since we have such a problem over there, would you guys think about selling the Tamarach beach lot?

Jim McCann: We cannot sell it. It is a non build-able lot.

Gavin Anderson 83: I am not here about Lake a Palooza, I had some issues with the bands going on at the marina till 1:00 or 2:00 in the morning but folks are hanging around till later then that. There is a lot of noise. I talked to Madison county liquor commissioner; he said to file complaints with the sheriff. I looked into Madison county liquor ordinance and they are in direct violation. It states that a Beer Garden, which is an outdoor facility, must close at 11pm on weeknights and 12:00 pm on Saturday nights. They did close last Friday at 10:00 pm and that was nice. That bar has to close by 11:00 pm.
Jim McCann: isn’t that true that the outside portion has to close by 11pm but the inside can be open?
Gavin Anderson 83: if you read the ordinance, it is set forth by Madison County; the license is what Madison County licenses your bar. They will come out and look at the bar and they will determine if it is a beer garden. I am assuming if they closed all the doors which are like garage doors they would be ok, but that is my guess that they are an outdoor facility.

Scott Webber: To clarify the record we did read your letter into the record and stated that you were not here, I would like to state that Gavin Anderson is now here. Glenn did talk to the Marina on the Friday and it did close down and I think Glenn and I are meeting with the owners. Your approach in calling Madison County is what you need to do. We have to go back to the deed. When they went to get the liquor license they had an overwhelming majority that agreed with them. I can tell you that I have only had three complaints on the Marina since I have been on the board.
