324 Deep Water Circle 90 day extension of a variance
When originally approved there was no building permit and a 9 months variance was granted to get a building permit approved by the building committee. The 9 month time frame has expired and a 90 day extension is being requested.
The Board requested that they get the building plans together and when they are ready to begin resubmit the variance request for approval at that time.
Action: Variance request denied due to lack of motion.
Old Business
Backhoe Update
The board originally approved the use of reserve funds for purchase of a backhoe in the amount of $45,000. Glen Dalton has negotiated a price of $42,793.00, after trade in of the current backhoe on a pre-owned backhoe that meets all our required criteria for a newer backhoe. We are waiting on the dealership to perform all the required maintenance checks, fluid and filter changes to ensure it is good operating condition and it is scheduled to be delivered no later than next week.
Dredge Update
Dredging operations started last Thursday at the North End of the Lake. After the repair of a broken pipe, we have been pumping for a full week. There was a large amount of silt that was washed in on the North End by last years flood. When finished the buoys are going to be moved back into their original normal positions to allow access to that part of the lake again. They will not be moved back farther because of the safety risks involving shallow water and submerged debris in the area.
319 Grant
Glenn Dalton: Hennigan and Associates did get back to us and it was given to Scott Webber. They are going forward for EPA approval for the Option 3. Option 3 is the no mans land on the other side of Joulter’s Creek. We are waiting to hear back from the EPA to go forward with the permitting process.
New Business
Update on Social Committee and a new event Lake a Palooza
Greg Horta 1253 & Steve Case 643- We represent the Social Committee and want to update you on past events we have had and upcoming events.
Easter Egg hunt, we had more people this year than the past 2 years, the Deckers were again involved again this year and it went very well..
The Baby Sitters training class, this past month, was held at the Fire department and we had 6 kids that signed up. The Red Cross provided the instructions and it went very well.
The Mystery Theater, This was the first one in about 10 years and we sold out the week before the event. Based on the audience participation and the voting that night and we are planning of having another one in September
The Walk & Run, Even with the rain people had a great time, the shirts which represented Holiday Shore were beautiful we had a lot of local sponsorships which is greatly appreciated.
Beach Party - Coming up we have the Beach Party. After our meeting tomorrow we will confirm the date. We will need lots of volunteers for an event of this nature. If anyone would like to volunteer for even one event you are more than welcome, come on out for a meeting, the first Wednesday of the Month at 6:30 in the Ballroom.
Lake-a-Palooza – The new event we would like to do is a Lake-a-Palooza on Saturday July 31st. We will be partnering with the Lakeside Marina and it will be a free event for members and people with boats. I know the poker run and fishing are big, but we want to try something different. It would be from 2pm - 7pm or 8pm. We want 5-6 live bands to perform all types of music. No heavy metal or anything outrageous, just fun music that people and their friends can come to the Marina and have a good time. We are looking at a couple of local bands who are members. One is called “Exit 12”, and they are local teens here and at the clubhouse. Another band is “Straight Jacket” a lot of people have seen them perform and last year they did the New Years Party. Our plan is to do this all with sponsorships and any free bands that would like to perform. We plan giving out tee shirts for the first 300 people. Tie the boats up together and everyone just have a really good time. Those that don’t have boats can come down to enjoy. The Marina will be open but parking will be limited. We also want to strike off an area for people to swim.
Jim McCann: Strike off an area to swim?
Steve Case: Marina will strike off an area, we get a life guard and a local business is going to donate fun-noodles.
Jim McCann: We are regulated by the State; there are multiple tests and regulations that you have to have for a swimming area that I don’t think you can meet. Also you talked about inviting people down that don’t have boats, but restricting parking?
Steve Case: There is an area where boats are parked now that would be for band parking only. That is the only part we are talking about. We would love to do it here at the clubhouse but we don’t want to block the main channel. That is why we chose the Marina, they have insurance for the land locked people, and we can tie the boats off there in the cove. If there is something else we need to do let us know.
David Decker: As for tying off the boats in that cove, there is no issue there; the only issue is with the roping off an authorized swimming area.
Steve Case: If we take away the swimming area, have some bands and tee shirts and just have a good time on the lake would we be able to do it?
Jim McCann: We have had issues with people complaining about loud music in that cove. I know you said it will only go from 2pm-7pm to 8pm but I can see it going from 2pm to 2am.
Steve Case: We would turn off our music and stop our event at 7pm.
Much Conversation Ensues
Action: Board of Directors requests that: They coordinate with Glenn Dalton and stay within the guidelines: They coordinate with Security to make it safe and to make sure the music is not too loud and any parking problems can be resolved. They inform the neighbors of what is going on: The Boat Ramp must stay open and there must be enough room for people to be able to maneuver down the cove: No boats without Holiday Shore stickers allowed on the lake and that there will be No roped off swimming area allowed.
Standing Parking Rule
Jim McCann: Security has asked the Board to look into this because we have people that park RV’s, trailers and cars on the street. In many cases our streets are not wide enough to safely allow this type parking. We also have people that are parking on vacant lots and in people’s yards that are not theirs. We don’t have a rule that allows us to police this. This rule will allow us to levy fines for people who violate the rules.
Action: Rule is to be worked on and to be discussed at next meeting after the Board has had a look at the final copy.
Golf Cart Rule
Jim McCann. Our rule is not ready yet. January of this year Illinois passed a law that would allow small and private communities to allow slow moving vehicles to drive on the roads. Slow moving vehicle defined as any vehicle that travels less than 30 MPH such as Golf Carts, ATV’s etc. This law would allow Adult members to drive them legally and it would also allow us to monitor it. One of the stipulations in the law is you must be a licensed driver. One of the thoughts behind the rule is not only to allow licensed drivers to ride around but also to allow us to stop children from driving motorized vehicles on our roads. Right now all we can do is call Madison County when we see them.
