Morning Glory-
Scott : The morning glory repairs are complete.  Would like the office staff & board to do an overview of the entire project to see if we can do anything better or more efficiently next time.

Dredge/SB3064 update:
Scott Webber: wanted to enter into the record that we are not dredging San Juan this year, we are going to continue at the north end due to SB3064.  Thank you to the community, Glenn Dalton, & Jim McCann for the quick action they took at fighting SB3064. With meetings from Senator Haine, he added an amendment that exempted lake associations with over 400 members.  This bill could have easily cost our association millions of dollars.  The bill is still in play as of right now as it move to the House. 
Glenn: Dredge blew a t-fitting & few hoses.  They are being replaced & the dredge should be pumping by next week.

New Business

2011 Budget for Annual meeting
Ray Garber: Finished the budget with $895,730 compared to $871,140 from 2010.  Difference is inflation and we are higher in budget on the income side due to more initiation fee.
Jim McCann asks question on dredge line item and geobags. 
Glenn: that expense is for taking dredge in & out, maintenance upkeep, piping & possibly geo bags.

2010 Road Plan

Scott: Glenn & Jim put together a road plan.  Last year’s budget was mostly spent on the rebuild of two roads; we are having problems with a few potholes in the middle of those roads and on the seams, we are going to wait another year to see how they hold up.  This year we are going to chip & seal and patch 410 potholes.  On the list are 17 roads, 1 cul-de-sac.  The cul de sac will be asphalted.  To the board, aside from cost, what are your opinions?

Dave: the chip & seal is to extend the life of our roads, I’m a fan because it extends the life of those structures.

Jim McCann/Glenn: The Cul de Sac is Oahu Ct, it’s a short road that is just demolished, so we are going to asphalt the cul de sac and the small section of road.

Glenn: Road rebuild priority was Nassau, because there is no base under the road, it’s not on the list this year, since we are doing chip & seal; it would be a waste of money to chip & seal.  Next year, when we do the road rebuild, it is going to be the top priority.

Ray- what is the average cost to do one pothole.
Glenn- hard to say, a lot of the roads around the potholes are alligatored so bad that we are going to cut away & rebuild the base as part of the repair.

Scott:  A possible wrinkle in this plan is with Moro township.  Moro is getting closer to an agreement where we contract Moro district roads for them to repair.  There may be a price advantage that comes from the cost of the materials.  11 roads on the plan are in Moro.  It may save us money if we can contract it out to them.

Dave/Glenn: Are culvert replacements part of the plan? Yes, and they are coinciding with the road plan, with the exception of a culvert on Fountainbleu that was damaged during the heavy rains.  We have $13,000 budgeted in storm water drainage for the culverts.

Open Floor
Gerry Theodor (1346)- From discussion plans on  dredging San Juan, if the Senate Bill is in our favor we may revert back to the old time table.   If we could used Geobags, we can pipe through the center of the lake and pump to the existing pit for part of San Juan & use geo bags on the other.  If we could do that, we could do without the purchase of an extra pump & pipe. 

Jim/Scott: We could go to house members & lobby for an amendment to SB 3064. If the bill goes to the House, we can contact State Representative Bieser to amend the bill to authorize Geobags in the state of Illinois. The Corps of Engineers are using geobags on the Mississippi, but the Corp of Engineers is not restricted by the laws of the State of Illinois.

Scott: We need to seriously consider getting more people on board a to look at all these laws that fly by; Glenn came across this one at the last minute that could have affected us greatly, but there are too many to review by just a few people, we really need more eyes looking out for us. 

Joe Roth (1030): Thank You to the board for potentially getting Moro involved with our roads!  It is very exciting.  As far as the nominating committee, we have three people who came forward to run for the board.

Scott: Discuss changing the date of the Meet the Candidates night.
