David Decker: In your packets you have a Financial Security Policy. One of the things discussed recently was the security of our funds in the banks. How much is insured what is used to back those funds, we talked about opening up a conversation with the bank of Edwardsville which we have done. At the last meeting there was discussion about putting forth a bylaw which talked about the institutions in which we have our money held and what we need to do to make sure that money is secure. We asked for a couple of samples, one from Scott, some from the Bank of Edwardsville so that we could talk about what the objective of this bylaw would be. The goal is to insure the safety of our funds. Not that they are not secure now, very easily the board could go and invest in the stock Market with out funds, no one on the current board wants to do that but we want to limit future boards from doing something similar.

Guard rails on Holiday Dam road – Bob Travis
Holiday Shores doesn’t own that road; it is Fort Russell Townships responsibility, suggestion to Bob Travis to put up a petition together and petition the Township to put up guard rails.
Ski Club – Monte Thus Asking permission to
• Use the lake and property at the north end of the lake for show practice and water ski clinics
• Put our docks and mini-jump in the water
• Perform a dress rehearsal for the 4th of July show on Friday evening July 2nd at 6pm at the club house
• Perform a water ski show on July 4th at noon at the club house
• In addition we are requesting for safety reasons that Holiday Shores move the no wake buoys north of the ski club practice area back 100 feet. The reason for this request is our acts are getting larger and we have to increase the length of the ropes to keep the skiers inside the boat wake. This increase will allow us to pull larger acts off of the dock in a straight line before we have to go into a turn. Two years ago our final pyramids was 80’ behind the boat. It was increased to 100’ this past summer and this year it will be 125’ behind the boat.

As for the buoys being moved back 100 feet, if you go beyond that people will become irate, the water is only 4 ft deep beyond those buoys and there are rocks. It is there for safety. The request is denied.

New Section
As recognition for their service to the community, beginning May 2012, individuals serving on the Holishor Board of Directors shall be eligible for reimbursement of Association assessments.
To be eligible for reimbursement the director must pay their dues and assessments according to the Association Covenants, Bylaws & Rules and they must be a member in good standing at the time of the checks being cut.
Neither dues nor special assessments are eligible for reimbursement. Reimbursement will be for a single membership/lot assessment only, be made during the last week in December of year served, and will be prorated based on the time of service in half month increments.

Proposed Animal Control ByLaw
Article III - Membership,
Section 2 – Rights Privileges, Duties and Obligations
Animal Control: Holishor Association, Inc. shall have the authority to issue citations to the owners 1) of any animal running loose off its owner’s property without visible restraints and without a human companion and 2) of any animal, which, by causing frequent or long continued noise, shall disturb the comfort or repose of any ordinary person in keeping with Madison County Ordinance “Attachment A, Chapter 53”. Penalties may be imposed in accordance with ARTICLE IX of these bylaws.
Ray Garber: Is this easily enforceable?
Glenn Dalton: No, we respond 12 – 15 times over in the neighbor hood with the petition and the dog is never barking.
Ray Garber: You would have to stand over there for 15-20 minutes just to hear them.

David Decker: If this is passed it still won’t solve all our problems with it. The first time it happens we probably won’t even write out a fine we will probably give them a warning. But it leaves it open for us to do more in the future.
Jim Perotti 1407: Dave you are right, it gives us the ability to stop the problem. You brought it up that if it is 2o’clock in the morning then we don’t have anyone here, they call Madison county and they put it under disturbing the peace. If they are not handling it shame on them. If they do come out during the day they go to that person and say if we get one more complaint on you we will ticket you for disturbing the peace.

Action: David Decker motions to put the following as a bylaw change on the Annual Meeting Agenda.
All investments will be FDIC (Federal Deposit Insurance Corporation) insured and /or guaranteed by the United States Government. Investments of the Association will be reviewed for compliance to the Financial Security Policy as part of the Annual Audit. This bylaw will take effect January 1, 2011.

San Juan Dredge Plan
Two Options
1. Purchase 1400 foot of extra pipe and take it over land to the dredge pit. We might have to purchase a new pump for $60,000 to increase productivity, but that is not certain. This would impact the residents that live in San Juan Cove. It could take approximately 2-5 years to complete.
2. Purchase 1000 foot of extra pipe and take it through the lake to the dredge pit. We might have to purchase a new pump for $60,000 to increase productivity, but that is not certain. Also this plan would impact the usage of the North Part of the lake until the dredging is complete. It will also impact the resident’s usage of San Juan cove. It could take approximately 2-5 years to complete.

Action: Glenn is to get more information on cost for the 1000ft of pipe, the cost to the community for putting the dredge out in the middle of the lake, the cost for taking it over land. The board wants every possible detail, how it will affect every resident in the North end and San Juan Cove as well.
